This material is high density technical grade Lycopodium powder. High density grades are best suited for pyrotechnics (for pharmaceutical applications, a low density powder is better suited). Lycopodium powder is a clean burning flammable solid that can be used in the "Dragon's Breath" pyrotechnic effect when it is blown through a pilot flame. A wash bottle is a good means to deliver the powder to the ignition.
The powder can also be sprinkled onto a water surface, to increase the surface tension dramatically and allowing objects to be submersed without getting wet.
